NAGPRA (Native American Graves Protection and Repatriation Act): The Who, What, Where, When, How and Why

This presentation will provide a technical deep-dive into Native American Graves Protection and Repatriation Act (NAGPRA) its language and compliance. Many New Jersey archaeologists, historians, preservationists, and museum professionals are confused by this federal law and how or if they need to navigate it. Those who may not even know they need to be aware of NAGPRA but should are those in county government, state government, state agencies, state colleges and universities, and local historical groups and organizations. Beginning in 1990, when Congress first passed NAGPRA, federally recognized tribes everywhere have taken control of their past, their ancestors, and their narrative. With the new changes to the law passed in 2024, NAGPRA has handed federal tribes more control and influence in their cultural heritage.

"The Bihn Collection" (A prehistoric glimpse into the lower Wallkill River and the Upper Delaware River)

What began as the continued study of an avocational archaeologist's extensive surface collection is quickly taking shape as an important regional archaeological collection that encompasses sites in the Skylands region of New Jersey and southwestern Orange County, New York.  A group of archaeologists and students have joined together to study these artifacts collectively known as the Bihn collection. 

With over 4,000 Native American stone artifacts from the Delaware and Wallkill River regions, over 30 sites have been identified in the Montague and Wantage, Sussex County, New Jersey and Minisink, Orange County, New York areas. This collection spans the Paleo, Archaic, and Woodland periods and is owned by and housed at the Sterling Hill Mining Museum (SHMM) in Ogdensburg, Sussex County, NJ. 

Willam S. "Bill" Bihn, his brother Bruce, and his friends surface collected these artifacts from 1985 to 2009. Bill Bihn was a miner at Sterling Hill Zinc mine where the collection is currently housed. One aspect that makes this collection particularly important is that Bill Bihn marked the artifacts according to the sites where they were found and they recorded them in two ledger books. This method helps the team to locate and map these sites for future preservation. 

The Bihn collection was donated to SHMM from the estate of local archaeologist Rick Patterson. Both Bill Bihn and Rick Patterson were outdoorsmen and Vietnam War veterans. They both shared a desire for preserving Native American prehistory in these regions.

Fieldwork Update from the Cohansey Bluff Project

12:30 pm: Pierre Lacombe, Retired Hydrologist for the U.S. Geological Survey.
Camden and Amboy Railroad: Stone Sleepers from the 1830s That Remain in 2020

Pierre Lacombe retired from the U.S. Geological Survey in 2017. During his 40-year career as a geologist, he investigated and published extensively on groundwater supply issues of New Jersey. Since retirement, Pierre has investigated stone sleepers used to support the rails for about 34 of America’s earliest railroads.

This lecture will highlight archaeology work, archival collections, recently acquired objects and preservation of historic structures that fall within work directed by Middlesex County Division of History and Historic Preservation.

UPDATE

Thanks to all of those who have attended our Quarterly Meeting this past Saturday October 15th. We had a wonderful turn out and appreciate the efforts of those who made it all possible, especially our host, the Monmouth County Parks System!

Sevrie Corson, Member-at-Large board member serving the term from Jan 2022 - Jan 2025 has informed the Society that she has accepted a new position out-of-state as district archaeologist at the Uwharrie National Forest in North Carolina and will be moving very soon! The ASNJ wishes her nothing but the best on her upcoming endeavors and we appreciate her service to the Executive Board!

Since this term has not yet expired, the Society has nominated Jim Lee for this vacancy which has been voted upon in a special election during Saturday’s meeting. This decision was voted upon by all members present and resulted with Jim Lee accepting the Member-at-Large position for the remainder of the term!

1:30 pm - 1:55 pm: Lecture: (Another) Disappearing Burial Ground: Locust Hill 19th Century African American Cemetery in Trenton, New Jersey
Dr. George Leader (The College of New Jersey)

Locust Hill African American Cemetery was active from 1861 until the late 1800s. The property was foreclosed in the early 20th century and eventually disappeared from maps. A new city park project renewed interest in the area surrounding the cemetery. Volunteer archaeological survey was conducted to help understand the cemetery in the late 19th century leading up to its "disappearance". The project also provides an opportunity to use archaeology to engage the public in this important aspect of local history.

Archaeological sites from the more recent past (late 19th-20th centuries) often do not get the same respect or attention that the earlier sites receive. This is unfortunate because it was one of the most dynamic periods of our history with changing economics, immigration, social structures, and culture, including cuisine. A look at some select recent faunal assemblages can provide some details about what can be learned from these sites.

·Take Exit 36

·On the exit ramp take the fork for "Morris Avenue/ Lafayette", the left exit lane.

·After you get off the exit ramp you need to immediately get over to the far left lane to turn left at the light onto Ridgedale Ave.

·Left at the next light onto Morris Avenue (Route 510 East).

·Stay going straight on Morris Ave. Go over 287.

·Continue on the left, make the left fork, and follow the signs for Washington’s Headquarters. (You’ve just gone around in a big circle because of all the one-way streets in town.)


Traveling Northbound on 287

·Take exit 36A, Morris Ave

· At the end of the exit ramp, turn right to be on Morris Avenue (Route 510 East).

·Immediately get over to the left.

·Continue on the left, make the left fork, and follow the signs for Washington’s Headquarters.
